Due to the failure to disclose the public revenue and expenditure in accordance with regulations, all owners of the community are unable to know and supervise the specific revenue and expenditure of public revenue. In this regard, the Dongcheng District Housing and Urban-Rural Development Committee and the Chaoyang District Housing Management Bureau have respectively given the above-mentioned property service companies warnings and orders. However, it cannot provide relevant certification materials that it has obtained the consent of more than half of the owners of the community, which is suspected of being unauthorized. The Fengtai District Housing Management Bureau has opened an investigation into the use of public facilities in public areas. Once confirmed, the company will be fined between RMB 50,000 and RMB 200,000. At the same time, Beijing Hongluze Property Management Co., Ltd. is required to promptly fulfill its obligations to dissuade and stop problems such as privately pulled wires, piles of objects in corridors, and occupied fire escapes in the community, and report them to relevant law enforcement agencies for processing in a timely manner.
In the next step, the urban housing and construction management department will further improve the system and clarify the matters, processes and standards that property companies need to disclose. At the same time, we will further strengthen law enforcement and inspections on enterprises that use public parts of communities and public facilities to operate properties in violation of regulations.
